Our Team

Darrin Adams
Executive Director
Darrin Adams is a graduate of Elizabeth City State University, where he earned a Bachelor’s degree in Criminal Justice with a minor in Psychology. He began his career as a Virginia State Probation and Parole Officer, where he gained firsthand insight into the justice system. It was during this time that he realized his true calling was not simply supervising individuals after involvement in the system, but helping families before they ever entered it. Driven by a passion for prevention, Mr. Adams shifted his focus to youth advocacy and intensive in-home services, working directly with children and their families. He quickly discovered a powerful truth: when you follow a troubled child home, a troubled parent often answers the door. That understanding shaped his life’s mission.In 2006, he founded Pathways Developmental Services Inc., a full-service mental health agency built on the philosophy of being child-centered and family-focused. Today, Mr. Adams serves as President and CEO of seven nonprofit and for-profit corporations, all dedicated to placing families on the path to stability, healing, and long-term success.

Jessica Walters-Houston

Clinical Director
Jessica Walters Houston serves as Clinical Director, providing senior clinical leadership and oversight for behavioral health services in support of Pathways Developmental Services’ mission to deliver high-quality, person-centered, and community-based care. With over 15 years of combined clinical and military leadership experience, she brings a steady, trauma-informed, and mission-driven approach to strengthening programs, supporting clinicians, and ensuring ethical, Medicaid-compliant service delivery. Jessica specializes in crisis intervention, treatment planning, and program development, with a strong focus on helping individuals and families access services that promote safety, stability, and long-term success. A U.S. Army Reserve officer, she integrates principles of service, accountability, and teamwork into her leadership, fostering a supportive clinical environment where both clients and staff can thrive.

Terryn Webb
Program Director
Terryn Webb have been with PDS for more than nine years and bring over 18 years of experience in the mental health field. She oversees the overall functioning and implementation of all PDS programs, ensuring the delivery of high-quality services and compliance with all regulatory standards. She is proud to be part of the PDS family and is deeply committed to strengthening our communities by supporting the mental health needs of individuals throughout the Tidewater area.

Dr. Suzanne Voyles
Human Resource Director
Since joining PDS in 2019, Dr. Voyles has played a key in supporting both employees and clients through meticulous record management and on-boarding processes. In her role, she maintains comprehensive employee files, conducts orientations for new hires, and contributes to the accuracy and completeness of client documentation. Passionate about teamwork and service excellence, Dr. Voyles enjoys collaborating with colleagues to ensure that PDS continues to deliver high-quality services that strengthen and support our community.
